Man arrested for assisting business in creating 'ghost projects' on Phu Quoc island

Bui Quang Huy, 39, is accused of drawing plans and subdividing eight "ghost projects" that enabled a real estate company to defraud the public of 432 billion VND.

On 6/12, An Giang Provincial Police arrested Bui Quang Huy, 39, Director of Dat Vang Dao Ngoc Special Zone Co., Ltd., on charges of fraudulent appropriation of property.

His arrest is part of an expanded investigation into a major case involving fraud, bribery, receiving bribes, extortion, and gambling in the Phu Quoc special zone. This larger scheme was allegedly led by Nguyen Van Nguyen and Dang Van Linh.

Linh faces additional charges for forest destruction, while several other individuals have been charged with bribery.

Investigations reveal that Dang Van Linh hired Huy to survey land, draw plans, and subdivide projects on newly acquired plots. Despite his company not being in this business sector and knowing the land lacked usage rights certificates or official permits, Huy accepted the work. He was paid one to four million VND per drawing, depending on the area.

When Linh sold land to customers, Huy was aware that project permits had not been secured and that forest boundaries had been illegally altered. Nevertheless, sales proceeded based on the existing survey and subdivision drawings he had prepared.

Police assert that Huy's actions enabled Linh's group to illegally subdivide and sell land across eight "ghost projects" created by their company. This scheme defrauded 347 victims of over 432 billion VND.

Phu Quoc Police, then part of Kien Giang province, provisionally detained Linh's group in 4/2024. They are accused of establishing a real estate company, devising numerous "ghost projects," and defrauding hundreds of people of hundreds of billions of VND.

The investigation into the case continues to expand.
