Two months after the incident, Manh, 36, residing in Tay Phuong commune, was indicted by the Hanoi City Police Investigation Agency. He is prohibited from leaving his residence while being investigated for disrupting public order, under clause 1, article 318 of the Penal Code.

The case originated from a space dispute between Manh's family and a neighbor in Huu Bang 2 village, Tay Phuong commune. Manh's family had built a three-story house, with its balcony and window awnings encroaching upon the airspace of the adjacent plot, which legally belonged to another household.

After several unsuccessful negotiations, the matter was brought to court. The Hanoi High People's Court subsequently ordered Manh's family to demolish the entire encroaching balcony and window awnings.

On 3/6, during the demolition carried out by the neighbor's crew to enforce the court order, Manh's family repeatedly threw water from buckets and sprayed hoses at the workers. Manh specifically used a high-pressure water pump, typically used for washing cars, to continuously spray the head, face, and neck of a worker for approximately 4 minutes.

The incident was video recorded, posted on social media, and drew many angry comments. Authorities are continuing to review and process those involved according to regulations.
