Thanh Hoa provincial police initiated legal proceedings on 3/7 against Ngo Tien Manh, 24, of Hac Thanh ward, for property robbery.

The incident occurred around 2:30 p.m. on 29/6. Manh used a fake Facebook account to contact Tuan Huong used motorbike store on Trieu Quoc Dat street, Hac Thanh ward, to inquire about a Honda SH scooter. He arranged to view and take delivery of the vehicle at the Vietkit football field, over 2 km from the store.
Manh then requested a test drive. According to investigators, the suspect accelerated and fled, taking advantage of the employee's momentary distraction. The 25-year-old male employee immediately grabbed the rear of the scooter to stop him, but Manh continued to speed away, repeatedly kicking the employee.
Investigators reported the victim was dragged over 100 meters on the road, sustaining abrasions, skin tears, and bleeding on both legs, hip, left shoulder, and right forearm. The store owner stated the stolen SH scooter was valued at approximately 80 million VND.
Hac Thanh Ward Police, in coordination with other units, launched an investigation, leading Manh to surrender. Manh had a prior conviction, sentenced to two years in prison in 2022 by the People's Court of Thu Dau Mot City (formerly Binh Duong province) for property fraud.
