Phung Xuan Duong, 46, from Phu Tho province, and a 21-year-old accomplice from Nam Dan commune, are currently under criminal detention by the Investigation Security Agency of Nghe An Provincial Police. The detention, which occurred on 7/7, is part of an investigation into the illegal trading of personal data.

According to the investigation, Duong’s group began operating in mid-2025, engaging in the trade of personal data on Facebook and private Telegram groups. They collected data, then used software to compile and edit it before reselling it to interested buyers for profit.
To avoid detection, all transactions were conducted using virtual currency wallets and bank accounts not registered in their names. All communication and trading discussions took place on Telegram. Duong frequently changed residences, making it difficult for authorities to track him.
Recently, while reviewing cybercrime, the Cyber Security and High-Tech Crime Prevention Department of Nghe An Provincial Police discovered clues about the network and launched a specialized investigation. Detectives arrested Duong and his accomplice in late June.

Authorities allege that from June 2025 until now, the suspects illegally traded data belonging to officials, civil servants, students, and business leaders across many provinces and cities nationwide. This activity resulted in illicit gains of over one billion VND and involved foreign elements.
Duong has a prior conviction for the illegal trading of personal data.
The case is currently under investigation and being expanded.
