The Cao Bang Provincial Police Investigation Agency concluded its investigation into the actions of Vu Cong Hang, 65, residing in Tan Giang ward, recommending his prosecution for abusing democratic freedoms to infringe upon the interests of the State and the legitimate rights and interests of organizations and individuals, under Clause 2, Article 331 of the Penal Code, on 23/4.

According to police, relevant incidents were reviewed and resolved by competent authorities. Officials also organized meetings and dialogues to explain and clarify matters. However, Hang did not comply. He continued to send numerous false complaints over an extended period, impacting the operations of agencies, units, and local security and order.
Hang's false complaints and accusations, which insulted the honor and reputation of police, procuracy, and court officials, allegedly occurred from 2020 until his arrest in November 2025. Investigators determined that Hang's untrue complaints and accusations harmed 25 individuals and six agencies and organizations.
Police assessed that Hang's actions stemmed not only from personal conflicts but also negatively impacted the operations of judicial bodies and local authorities. These actions created significant pressure on citizen reception and complaint resolution efforts. The suspect's accusations also affected the reputation and honor of many individuals and organizations, "eroding public trust in the law."
During the investigation, the suspect "sincerely confessed, admitted the violations, and showed remorse."
