On 17/7, the Hung Yen Provincial Police Investigation Agency detained Vu Van Toan, 35, from Bac Thuy Anh commune, for disturbing public order under article 318, clause 2 of the Penal Code.
Toan recently completed a sentence for the same crime and has an unexpunged record. He also frequently used social media to post violent statements, promote a thuggish lifestyle, and show disregard for the law.
According to the investigation, on the night of 23/4, Toan encountered Nguyen Thanh Long, 32, near Cong Thoc bridge in Thai Thuy commune. Following a minor traffic collision, Toan assaulted Long with a stick and then pursued him along the road with a sword.
The victim suffered a severe hand injury, significant blood loss, and required treatment at Thai Binh General Hospital.
On 15/5, Long filed a request that criminal charges against Toan be dropped.
However, investigators determined that the suspect used a dangerous weapon to attack another person in public, an act thuggish in nature. The agency is collaborating with professional units to strengthen the case for prosecution.
