This new regulation is outlined in Circular 116/2026, issued by the Ministry of Public Security, which details specific articles and implementation measures of the Law on Residence. It becomes effective on 1/7.
Citizens, however, retain the right to request a physical residence confirmation paper if necessary. According to Article 16, individuals can seek this confirmation from any residence registration agency nationwide, irrespective of their registered address. Requests can be submitted through the National Public Service Portal, the VNeID application, or in person at a residence registration agency.
The circular also expands the scope of who can request and receive residence confirmations. Public security agencies are now authorized to issue confirmations for individuals or entire households. Significantly, individuals can obtain comprehensive information related to their household, even without the explicit consent of the head of the household, for the period they were registered as a member.
For household-level confirmations, the head of the household must initiate the request. If a household member makes the request, they require authorization or consent from the head of the household. Should the head of the household be deceased or missing, the consensus of other legally competent adult members is required.
The confirmation document will detail various aspects of residency, including: current and previous residences, the duration of stay at registered locations, the type of residence registration, and other relevant information.
A residence information confirmation paper remains valid for one year from its issuance date, consistent with previous regulations. However, if a citizen's residence information changes, is updated, or adjusted within the residence database, the physical confirmation paper immediately becomes invalid.
Residence registration agencies are obligated to confirm information upon a citizen's request. If the required information is already available in the database, processing takes no more than half a working day. For cases requiring verification, the processing time extends to a maximum of 3 days.
Furthermore, Article 20 of the Circular mandates the use of 15 new forms for residence registration and management, effective from 1/7. These new forms replace all previous versions, including form CT07, which is used for residence information confirmation.
