On the afternoon of 20/3, a woman driving a 5-seater oto found her path blocked in an alley in block 12, Quy Hop commune. A pickup truck was parked, obstructing over half of the approximately 4 m wide road.

After honking two times with no response, the woman's husband located the pickup owner nearby. He asked the owner to move the vehicle, but the man, with his legs crossed, dismissively stated he was "busy" and told them to "find a way to go themselves."
The husband explained that reversing the oto would require navigating a narrow 150-200 m stretch, which was difficult, especially since his wife was a new driver. They preferred to proceed forward.
Frustrated by the pickup owner's uncooperative attitude, the husband recorded the incident. He subsequently posted the video on social media and lodged complaints with the traffic police department of Nghe An provincial police and Quy Hop commune police.
After approximately 15 minutes, the pickup truck driver finally emerged and moved his vehicle.

Leaders of Quy Hop commune stated that authorities will investigate and address any instances of drivers obstructing traffic or behaving inappropriately, in accordance with regulations.
This incident follows a similar case in late February, where Nguyen Viet Linh, then 41, of Thanh Sen ward, Ha Tinh province, was prosecuted for public disorder. Linh was accused of deliberately obstructing traffic and challenging others by "tail-locking" another 5-seater oto with an additional vehicle in a narrow street after being asked to move.
