On 21/8, Dong Nai Police indicted Bui Thi Hoa, 44, residing in Trang Dai ward, for investigation into fraudulent appropriation of property.
According to the investigation, Hoa and Tran Anh Phuong, 63, knew each other from their previous work as scrap metal buyers. Hoa informed Phuong that she possessed connections and could secure admissions for students into entry-level classes at various schools in Bien Hoa city and the former Vinh Cuu district.
Believing her, Phuong collected application documents and money from parents seeking 'school-running' services for their children, then transferred them to Hoa. However, after receiving the money, Hoa allegedly appropriated it and failed to deliver on her promises.
After her arrest, Hoa confessed to receiving money from 50 cases, promising to secure admissions for students into 15 primary, junior high, and high schools in Bien Hoa and the former Vinh Cuu district.
As the identities of these 50 individuals have not yet been determined, Dong Nai Police have requested the 15 involved schools to inform teachers, parents, and students to help locate those who submitted documents and money to Phuong and Hoa, to assist the investigation.
