According to the plan, entities slated for inspection include businesses, business households, and individual businesses identified as requiring scrutiny. The police will primarily target sectors, geographical areas, and business types that inherently carry complex risks related to security and public order. The lists of these businesses and households have been approved by leaders of police units at the Bureau level or by Directors of provincial and city police departments.
Inspections will occur quarterly. Methods will include both direct and online/remote checks, with a strong emphasis on online inspections. Police will also prioritize checks based on electronic data stored at relevant agencies within ministries, sectors, and localities. Additionally, data from the National Population Database and the electronic identification and authentication system will be cross-referenced.

The Minister of Public Security has stipulated principles for these inspections: avoiding overlap, duplication, or prolonged checks on the same content or sector. Inspections should not be widespread or superficial. A core focus will be on providing early, remote support and guidance to help businesses comply with the law.
The frequency of inspections for any single business, including inter-agency checks, will not exceed one per year. Exceptions will only be made for urgent cases where there are clear signs of violations.
Within the Ministry of Public Security's state management scope, if an entity has already undergone an audit, it will not be subject to an inspection, and vice versa. During the inspection process, information must remain confidential, and entities will not be asked to re-provide data already shared and connected within state information systems.
"Businesses that demonstrate strong legal compliance will be exempt from inspection," the plan states. It also explicitly prohibits negative acts, such as abusing inspection authority to harass or create difficulties for businesses.
The Ministry of Public Security states that the inspection's objectives are: to enhance the effectiveness of state management regarding security and public order, ensuring the implementation of the Party's and the State's directives and laws. Furthermore, the initiative aims to support businesses, helping them overcome difficulties in production and business activities, thereby contributing to an improved investment environment.
The Minister of Public Security has assigned the Economic Security Department to lead the advisory and guidance for implementing this plan within the public security forces in 2026. Directors of provincial and city police departments will be accountable to the Minister for the plan's execution.
