The charges followed a surprise inspection on 6/1 by the Economic Crime Investigation Department of Khanh Hoa Provincial Police at VINDACAP Trading and Service Company Limited. Truong served as director and Thanh as general manager of the company, located in Nam Nha Trang ward.
During the inspection, police discovered more than 2,000 bottles of inhalable essential oils bearing foreign labels, with unclear origin.
Investigations revealed that Truong directly instructed Thanh to falsify the origin of the essential oil batches. Their method involved purchasing inexpensive essential oils from domestic companies, then printing and attaching fake "made in Thailand" labels to the products.
Truong and Thanh transformed these domestic products into counterfeit imported goods, releasing them onto the market at inflated prices to gain illicit profits.
