Tran Manh Linh, 35, residing in Truong Vinh ward, Nghe An province, and Phan Van Tien, 33, from Viet Hung ward, Quang Ninh province, were detained by the Quang Ninh Provincial Police Investigation Agency on charges of brokering prostitution under Clause 2, Article 328 of the Penal Code.
Earlier, on 22/12, the Criminal Police Department, in coordination with Yen Tu and Hon Gai ward police, simultaneously inspected a guesthouse and an apartment building, discovering four couples engaged in prostitution.
Those involved admitted to connecting and negotiating transactions through the private group "Dao Dao Hoa," which Linh and Tien managed.

According to authorities, Linh and Tien directly established and managed the "Dao Dao Hoa" group, which had 10,000 members. The two pimps required each prostitute to pay VND 1,000,000 to VND 2,000,000 for a 6-month cycle. After paying the fee, the women could post advertisements with explicit content, including contact information for clients in the group to negotiate prices and locations.
Quang Ninh Provincial Police warned the public not to participate in, search for, or share online groups related to social ills. Authorities will always detect and strictly punish those who exploit technology to violate the law, with no exceptions.
