These new provisions are outlined in the Government's Decision 07/2026, which regulates the establishment, management, and use of the Crime Prevention Fund. The decision officially takes effect on 1/3, replacing Decision 04/2019 after six years of implementation.
This new document marks a turning point in mobilizing financial resources to combat crime. It significantly increases reward and support levels for individuals and groups with outstanding achievements or those who suffer losses while participating in maintaining security and order.
Enhanced benefits for crime fighters and their families
Special rewards for successful crime-fighting efforts have undergone the most substantial changes. Decision 07 raises the maximum reward for individuals from 5 million dong to 20 million dong per award, a fourfold increase compared to Decision 04.
For groups with outstanding achievements, the reward has also been adjusted, increasing from a maximum of 20 million dong to 50 million dong per award.
Beyond rewards, the policy also clarifies and enhances support for the families of those who unfortunately suffer losses while participating in crime prevention and control.

Previous Decision 04 only indirectly referenced support levels based on older decrees, creating difficulties in direct application. Addressing this, Decision 07 stipulates a maximum special allowance of up to 100 million dong for the families of individuals who die while participating in crime prevention and control. In cases of health damage, the maximum allowance is 20 million dong. Both amounts are double the previous regulations.
Compensation for property damage is also more clearly and practically regulated in the new provisions. For assets damaged or lost with a value of 50 million dong or more during participation in crime fighting, citizens can receive maximum compensation of 50 million dong per asset.
The value of damaged assets will be calculated based on the local market price at the time of the incident, including depreciation. This is a significant step forward, helping citizens feel more secure when cooperating with authorities to suppress crime.
A new feature of Decision 07, not covered in the 2019 regulation, is the policy supporting victims of human trafficking. Specifically, upon receiving confirmation from competent authorities as a victim of human trafficking, the victim will receive a one-time payment equal to one regional minimum wage as currently stipulated by the Government. The minimum wages are: Region 1 at 5,31 million dong; Region 2 at 4,73 million dong; Region 3 at 4,14 million dong; and Region 4 at 3,7 million dong.
This support is urgent, providing victims with initial financial resources to stabilize their lives after being rescued or escaping criminal control.
Ministry of Public Security to publicly report fund expenditures biannually on its e-portal
Regarding financial management mechanisms, Decision 07 introduces a fresh approach by allowing the Crime Prevention Fund to operate more flexibly under market mechanisms. Instead of being limited to a single account at the State Treasury, as stipulated in Decision 04, the Fund can now open accounts at commercial banks.
Decision 07 also permits the use of the Fund's idle balance for bank deposits to preserve and grow its operating budget. The Fund's sources have been supplemented with "interest income from deposit accounts," creating a more self-sufficient financial mechanism than before.
Accordingly, the central Crime Prevention Fund will be formed from the following sources: the balance from the old fund; sponsorships, aid, support, and voluntary contributions from legal sources by agencies, organizations, individuals, both domestic and foreign, for crime prevention and control; interest income from the central Crime Prevention Fund's deposit accounts; and other sources as stipulated by law.
The management of in-kind contributions is also tightened and made more transparent. Decision 07 mandates that the Ministry of Public Security (for the central fund) and provincial People's Committees (for provincial funds) bear full responsibility for tracking, allocating, and determining the value of sponsored in-kind items and goods.
The accounting process for revenues, expenditures, and settlements of these non-monetary resources must be strictly implemented according to law, preventing misuse or loss of socially contributed resources.
To ensure public disclosure and transparency, Decision 07 requires the Ministry of Public Security not only to report periodically to the Prime Minister and the Ministry of Finance but also to publish the management and use of the central Fund on the Ministry's e-portal every six months.
This allows the community and donor organizations to directly monitor the fund's cash flow, ensuring all contributions reach the intended beneficiaries. The Ministry of Finance is also tasked with clearly regulating the principles for selecting commercial banks for deposits, ensuring capital safety ratios and flexible cash flow for the fund.
