On 1/7, two residents of Thien Cam commune were indicted by the Investigation Police Agency of Ha Tinh Provincial Police. They face charges of handing over a vehicle to an unqualified person to operate a road traffic vehicle and violating road traffic participation regulations, under Articles 264 and 260 of the Penal Code.

According to the investigation, on the morning of 19/5, the 17-year-old student lent his Honda Wave Alpha motorbike to his 18-year-old friend. The friend then picked up another passenger and drove on National Highway 8C, heading from Thien Cam commune towards Cam Xuyen commune.
Upon reaching the intersection of National Highway 8C and DH131 road, the driver was traveling at approximately 70 km/h. Ahead, a 56-year-old woman on a motorbike was driving slowly near the right shoulder, signaling to turn.
Authorities allege that due to the high speed, the driver swerved onto DH131 road to avoid a collision, crashing into a nearby traffic sign. The motorbike then hit a residential fence, throwing the young man onto the road.
As a result, the passenger on the motorbike died while being transported for emergency care.
The investigation agency determined the driver did not possess a driver's license. The motorbike belonged to the 17-year-old student's mother, who had entrusted it to her son for management and use. The student lent the motorbike despite knowing his friend was unqualified to operate it.
