On 13/12, the Criminal Police Department served indictment decisions to Tran Quan Truong, 17, and ten related individuals for public disorder, under Article 318, Clause 2 of the Penal Code. Among them, eight individuals were detained, while two defendants were released on bail due to clear residence and ongoing schooling.

Previously, on 30/9, police initiated the case and arrested Truong for intentional injury, under Article 134, Clause 1 of the Penal Code. Expanding the investigation, police additionally indicted Truong and the ten aforementioned defendants.
According to the investigation, due to a prior personal conflict with another group of youths, on the evening of 24/5, Truong and many others gathered, prepared weapons, and rode motorcycles abreast at high speed, swerving and revving engines, causing chaos on central Hoi An streets.
Upon reaching the area in front of the former headquarters of Hoi An City People's Court, the group mistook and attacked Tran Anh Huy, 20, residing in Hoi An ward, despite no prior conflict, injuring the victim. The victim reported the incident to the police.
Police identified Truong as directly responsible for Huy's injuries. The case is currently under further investigation.
