On 8/9, the Dak Lak Provincial Police's Traffic Police Department announced it collaborated with Phu Yen Ward Police to summon a 17-year-old male, residing in Phu Lam 4 residential area, Phu Yen ward, and issued an administrative violation record.
He was cited for using his feet to control a motorbike, not wearing a helmet while operating a vehicle in traffic, and being underage to drive a motorbike exceeding 50 cubic centimeters.
The incident occurred around 9:36 PM on 28/8 when the teenager was seen driving a motorbike without a helmet, swerving and weaving on Hung Vuong street, in the Phu Dong 4 residential area, Phu Yen ward. He then lay on the seat, controlling the motorbike with both feet amidst cheers from his friends. This act caused alarm among other road users. A video of the incident was recorded and posted on social media.
In addition to penalizing the teenager, police also issued a violation record to his parents for handing over a motorbike to an unqualified driver. Police are proceeding with a forensic assessment to apply the penalty of vehicle confiscation for the act of using feet to control a vehicle, in accordance with Article 7 of the Government's Decree 168/2024.
