On 3/10, Gia Lai Provincial Police temporarily detained Tuan, 32. He faces charges of disturbing public order under clause 2, Article 318 of the Criminal Code.
Investigations revealed a man residing in Hai Minh fishing village, Quy Nhon ward, had borrowed money from an acquaintance of Tuan.
On the evening of 25/5, Tuan and his group brought a portable speaker and flashlights to the fishing village. They demanded repayment for three hours. Despite warnings from the security team, the group continued onto boats. They used the speaker to broadcast remarks towards the debtor to pressure them.
In mid-June, police arrested five members of Tuan's group for disturbing public order. Tuan and Khong Van Hieu, 24, also from Quy Nhon ward, fled. Police subsequently issued warrants for their arrest.
On 30/9, Colonel Duong Van Long, Head of the Criminal Investigation Agency and Deputy Director of Gia Lai Provincial Police, issued a letter. It called on Tuan and Hieu to end their evasion and voluntarily surrender to be considered for leniency.
