In the early morning of 18/7, Bui Van Bao was driving a tractor-trailer on National Highway 32 when a task force from the Phu Tho Provincial Police Traffic Police Department instructed him to stop for an inspection. Instead of complying, Bao accelerated and fled the scene.

During the pursuit, police continuously activated emergency signals and used loudspeakers, ordering Bao to stop. Authorities deployed task forces along the route to intercept the vehicle, but Bao deliberately drove through multiple checkpoints in the area. He breached these checkpoints, damaging reflective cones used for patrol and control, then continued fleeing towards the Noi Bai - Lao Cai Expressway.
After approximately 130 km of pursuit and interception efforts, police finally stopped Bao's vehicle near IC14 on the Noi Bai - Lao Cai Expressway, in Mau A commune, Lao Cai province.

According to police, Bao was driving the tractor-trailer without a license, and the vehicle's bed had been modified and its dimensions altered. For these actions, on 25/7, Bui Van Bao, 27, residing in Lao Cai province, was arrested by the Phu Tho Provincial Police investigative agency for resisting public officials.
Police described Bao's actions as "extremely dangerous, demonstrating a blatant disregard for the law," posing a potential risk of accidents and directly threatening the safety of on-duty officials.
