Two more directors indicted in case of hundreds of fabricated testing reports

Two directors and four others face charges for allegedly ordering and using fraudulent material testing reports to finalize project documentation, bringing the total number of defendants in the case to 15.

On 15/8, the Thanh Hoa provincial police investigation agency indicted 6 more defendants, bringing the total number of individuals charged in the case to 15. The new indictments stem from an expanded investigation into alleged misconduct at Mien Trung Construction and Testing Joint Stock Company. All six newly indicted individuals were released on bail.

Among the six, two company directors, Vu Mai Trung of Thach Thanh Transport Joint Stock Company and Pham Huu Khai of Truong Son Real Estate Company, were indicted for "using seals or forged documents of agencies or organizations," under Article 341 of the Penal Code. Also facing this charge are Mai Van Dung, head of the technical department, and Pham Ba Tuan, a technical employee of Tan Nam Thanh Co., Ltd., along with Le Van Trung, deputy director of Thach Thanh Transport Joint Stock Company. Separately, La Duc Long, an employee of Mien Trung Construction and Testing Joint Stock Company, was indicted for "forging seals or documents of agencies or organizations."

Fabricating testing reports for project completion

Investigators revealed that Vu Mai Trung and Le Van Trung contacted Mien Trung Construction and Testing Joint Stock Company in early 2025 to order fabricated material testing reports. These reports were intended to complete project acceptance documents. Similarly, Mai Van Dung and Pham Ba Tuan from Tan Nam Thanh Co., Ltd., allegedly arranged for the creation of fraudulent testing reports, which they then used to finalize documentation submitted to project investors.

For Truong Son Real Estate Company, Pham Huu Khai is accused of contacting Mien Trung Construction and Testing Joint Stock Company during the 2025-2026 period to produce fabricated testing reports for several housing projects. At Khai's request, La Duc Long allegedly prepared 105 fraudulent testing result slips.

No samples taken, yet testing results produced

This latest development follows the indictment of 9 defendants from Mien Trung Construction and Testing Joint Stock Company half a month ago. Those individuals faced charges including "forging documents of agencies or organizations" and "illegally trading invoices and state budget collection documents." Five of them were detained. According to the investigation, Le Thi Hong, the company's director, and deputy director Dao Xuan Truong, instructed employees to create fabricated construction material testing reports for numerous projects. This group allegedly did not collect samples at construction sites or perform technical tests. Despite this, they prepared sample collection reports, testing result slips, and then signed and stamped them for inclusion in project quality management documents.

These fraudulent documents were subsequently used for volume acceptance and to complete payment records. Investigators identified hundreds of fabricated construction material testing result slips produced by this group.

Furthermore, from September 2024 to June 2025, Le Thi Hong and several others were accused of illegally trading value-added tax invoices. This was done to legitimize input costs for tax declarations. The illegal trading was conducted through Viet Tri Dung Trading and Service Co., Ltd., directed by Pham Van Dung, with the participation of Truong Thi Mai, Nguyen Thi Tuyet, and Do Thi Ai.

To date, 15 individuals have been indicted in connection with the case. The investigation agency continues to clarify the roles of each involved individual.
