On 29/6, the Ninh Binh Provincial Police Investigation Agency issued an emergency detention order for Tran Cao Nam, 34, residing in Chau Son ward, and Tran Quoc Dat, 34, residing in Tan Thanh commune. The two men are being investigated for public disturbance and other suspected violations.
The detention follows an incident late on 13/6 outside the Rich karaoke bar in Chau Son ward, Ninh Binh. According to authorities, Nam and Dat were standing outside the bar when a 26-year-old man arrived on a motorbike with his 31-year-old girlfriend.

As the woman entered the bar, Nam reportedly teased her and tried to pull her. When she refused, he immediately slapped her face.
Seeing the man on the motorbike using his phone, Nam suspected he was calling for help and confronted him. Despite the man's explanations, Nam and Tran Quoc Dat attacked the victim.
The assault left the young man with a broken nasal bone and a laceration on his left forearm, requiring hospital treatment.

The incident's footage was later posted on social media, sparking widespread public outrage. Both suspects, after being summoned, admitted to their involvement in the public disturbance.
