Vice rector of Trung Vuong University arrested for abuse of power

Nguyen Van Nam, vice rector of Trung Vuong University, has been arrested on charges of abuse of power, facilitating tuition fee fraud, and forging graduation certificates.

Tuyen Quang provincial police today announced that the Security Investigation Agency has initiated criminal proceedings and temporarily detained Nam, 44, vice rector of the Institute of Technology and Training Cooperation at Trung Vuong University. He is being investigated for abuse of power while performing official duties, under Article 357, Clause 4 of the Penal Code.

This development comes as police expand their investigation into a case of document forgery and fraud linked to Trung Vuong University.

In april, police initiated criminal proceedings against Pham Quoc Duong, 43, residing in Hanoi, on charges of property fraud and forging documents of agencies and organizations.

From august 2018 to june 2022, Nam served as vice rector of the Institute of Technology and Training Cooperation at Trung Vuong University. During this period, Nam deliberately exceeded his authority, enabling Duong to manage a part-time law and economics university class in Ha Giang province (old). This arrangement allowed Duong to exploit the situation by making false claims to collect entrance fees and tuition from many students in Ha Giang, totaling nearly 3 billion VND. Duong did not transfer all the money to the university, instead misappropriating it for personal use.

By february 2025, to conceal his criminal activities, Duong forged temporary graduation certificates from Trung Vuong University and provided them to the students who had paid tuition fees.

The Security Investigation Agency is continuing to expand the investigation into this case.
