Around 13:35, Minh rode a motorbike without a helmet on provincial road 429 in Phuong Duc commune. Captain Nguyen Duy Diep, an officer from Road Traffic Police Team No. 8, observed this violation and ordered him to stop for inspection.
As Captain Diep led the motorbike to the station for processing, Minh suddenly embraced him from behind. Minh then held the officer and the motorbike, pushing them towards an oncoming truck.
