Bui Thi Kim Dung, residing in Hong Bang ward, was arrested by Hai Phong City Police. She faces charges of fraud to appropriate assets, abuse of trust to appropriate assets, and forging seals and documents of agencies and organizations.

Investigations reveal that Dung forged seals and land use right certificates to sell homes within a project in An Duong ward. This occurred despite lacking official authorization from competent authorities to launch sales. She reportedly collected 400 billion VND from 100 investors, subsequently defrauding 86 individuals of 270 billion VND.

Upon discovering her alleged actions, victims gathered at the project site, displaying banners and slogans, and reported the matter to the police.

Le Ngoc Chau, Chairman of the Hai Phong City People's Committee, sent a letter commending the investigative force for successfully cracking the case. He stated this achievement is a crucial step towards stabilizing security and order, and strengthening investor confidence in Hai Phong.

The investigative agency is expanding the scope of the case.
