The Ministry of Construction has approved a plan for the exploitation of road infrastructure assets for the Hoa Lien - Tuy Loan expressway and sections of the north-south expressway's eastern route for the period 2021-2025.
Under this plan, tolls will be collected for seven years from the date of operation on 13 state-funded expressway projects: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang, and Hau Giang - Ca Mau.
Of these 13 projects, nine sections are already operational. The remaining four, Quang Ngai - Hoai Nhon, Chi Thanh - Van Phong, Can Tho - Hau Giang, and Hau Giang - Ca Mau, are currently under construction and expected to be completed by the end of this year.

After deducting organizational expenses, the toll collection on these 13 expressways is projected to generate nearly 2,500 billion VND annually for the state budget.
In addition, the Ministry of Construction has approved a plan to start collecting tolls in 1/2026 on five sections of the north-south expressway's phase 1, also funded by the state budget: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet, and Phan Thiet - Dau Giay.
The Vietnam Road Administration has proposed two toll rates. The first rate is 1,300 VND/km for standard vehicles on expressways that meet all toll collection requirements (four lanes with a continuous emergency stopping lane). The second rate is 900 VND/km for expressways that do not fully meet the requirements (four lanes with a non-continuous emergency stopping lane).
After seven years of toll collection, the managing authority will evaluate and determine the next phase of infrastructure operation and management.
The Road Law, passed by the National Assembly on 27/6/2024, introduced new regulations on the management, investment, and development of road infrastructure, including toll collection for vehicles using state-funded expressways.
