The policy, outlined in the Science and Technology Urban Area Development Project – North Ho Chi Minh City, was approved by the City People's Committee on 14/1. The facility is expected to be converted this year, as part of the project's first phase, with a total capital of approximately 2,000 billion VND.
The building, operational since 2014, features two 23-story towers. It previously housed nearly 60 agencies from the former Binh Duong province's Party, government, and mass organizations. The complex is located in the center of Binh Duong New City, within an industrial - service - urban complex spanning over 4,000 hectares.

According to the project, the building will host research and development (R&D) spaces, university and corporate centers of excellence, and microchip design areas. It will also provide science and technology services such as testing, certification, consulting, and innovation support.
It will also serve as a startup ecosystem hub, featuring incubators, co-working spaces, technology exhibition areas, and facilities for international conferences and exhibitions. Utilizing the existing structure shortens implementation time and reduces investment costs.
Within the urban structure, the building will also act as a coordinating hub, connecting the Science - Ecological Park, the Science Discovery Center, the WTC complex, digital technology zones, and a high-tech manufacturing belt spanning over 3,100 hectares.
The Science and Technology Urban Area – North Ho Chi Minh City will be developed in Binh Duong, with a core area of 220 hectares (projected to expand by an additional 100 hectares), positioning itself as a hub for R&D, human resource training, technology testing, and innovation. The core area includes: a 100-hectare concentrated digital technology zone, BWID Supply Chain City spanning 74 hectares, a 72-hectare Science - Ecological Park, and a 30-hectare Education - Research Park.
The project will be implemented in three phases: legal completion and core infrastructure initiation this year; acceleration over the next four years; and the completion and occupancy of sub-zones by 2035. The total investment for the entire project amounts to hundreds of thousands of billion VND, following a proactive state model, combining specific mechanisms, transit-oriented development (TOD), and public-private partnerships.
Following a merger, the former Ba Ria - Vung Tau administrative center, covering 220 hectares with a total investment of 1,000 billion VND, has been proposed for allocation to universities as a training facility.
Recently, Ho Chi Minh City announced plans to construct a political and administrative center, approximately 26 stories high, in the Thu Thiem New Urban Area, aiming to create a concentrated, modern workspace for managing the large metropolis.
