The 4th plenum of the 14th Central Committee, held from October 5-8, approved this policy, according to an announcement issued on October 8. The Politburo and Secretariat are tasked with making decisions within their authority and directing unified, synchronized implementation across the political system.

Previously, on August 1, the Ban Tuyen giao va Dan van Trung uong was renamed the Ban Tuyen giao Trung uong. Advisory functions and duties related to mass mobilization work were transferred to the Dang uy Mat tran To quoc and mass organizations, following a policy approved by the Central Committee at its 3rd plenum.

The Dang uy Mat tran To quoc and mass organizations is a Party Committee directly under the Ban Chap hanh Trung uong Dang. It operates under the comprehensive leadership and direction of the Ban Chap hanh Trung uong Dang, specifically and regularly from the Politburo and Secretariat.

The Party Committee leads and directs the Mat tran To quoc Viet Nam and its affiliated Party organizations in accordance with the Party Charter, as well as Central Committee regulations and guidelines. It also guides the Party Committee in implementing the Party's lines and policies, the State's laws, and the resolutions of the Party Committee Congress.

The Party Committee also proposes and recommends issues to the Ban Chap hanh Trung uong Dang, Politburo, and Secretariat. These issues relate to the Central Committee's leadership and direction over the Mat tran To quoc Viet Nam, socio-political organizations, and mass associations assigned tasks by the Party and the State, as well as the Party Committee itself.
