Pham Thanh Ngai, 55, from Ca Mau, holds a master's degree in economic law and a bachelor's degree in law. He worked for many years in Ca Mau, serving as vice chairman of Tran Van Thoi district, then vice chief and chief of staff of the provincial Party Committee, secretary of Nam Can district Party Committee, and secretary of Ca Mau city Party Committee.
He served as deputy secretary of the Ca Mau provincial Party Committee from 9/2021 and was elected chairman of the provincial People's Committee in 11/2024. In 11/2025, the Party Central Committee Secretariat transferred and appointed him deputy secretary of the Dong Thap provincial Party Committee; subsequently, the provincial People's Council elected him chairman of the provincial People's Committee.

Major General Nguyen Thanh Tuan, born in 1976, from Thanh Hoa, holds a master's degree in criminology and criminal investigation, and a university degree in police studies. He worked at various grassroots units and the Ministry of Public Security, serving as vice secretary and then secretary of the Youth Union of the Ministry of Public Security.
In 1/2018, he was transferred and appointed deputy director of the Thua Thien Hue provincial Police. From 7/2020 until now, he has served as director of the Thua Thien Hue provincial Police, now Hue city police.
The Government Inspectorate is a ministerial-level agency responsible for state management of inspection, receiving citizens' complaints, resolving grievances and denunciations, and preventing corruption and negativity; it also carries out tasks related to preventing waste.
The current inspector general of the Government Inspectorate is Nguyen Quoc Doan. The 5 deputy inspectors general include Nguyen Van Cuong, Le Sy Bay, Le Tien Dat, Pham Thanh Ngai, and Nguyen Thanh Tuan.
