Deputy Minister Le Trong Yen, 53, hails from Hung Yen. He holds a Ph.D. in land management, a master's degree in agriculture, an engineer's degree in land management, a bachelor's degree in accounting, and a bachelor's degree in English language.

Yen's career began as a district official in Cu Jut district, Dak Nong province (formerly). He spent many years closely associated with the fields of natural resources and environment, agriculture, and rural development in the locality. He previously served as deputy director of the Department of Natural Resources and Environment, director of the Department of Agriculture and Rural Development, and director of the Department of Natural Resources and Environment for Dak Nong province.

He served as vice chairman of Dak Nong Province People's Committee from November 2020. When Lam Dong merged with Dak Nong and Binh Thuan in July 2025, he was appointed vice chairman of the new Lam Dong Province People's Committee, a position he held until now.

The Ministry of Agriculture and Environment is a government agency responsible for state management in various sectors: agriculture, forestry, salt production, fisheries, irrigation, disaster prevention, rural development, land, water resources, mineral resources and geology, environment, hydrometeorology, climate change, surveying and mapping, integrated management of marine and island resources, and remote sensing.

The current Minister of Agriculture and Environment is Trinh Viet Hung, assisted by seven deputy ministers: Nguyen Hoang Hiep, Le Cong Thanh, Nguyen Quoc Tri, Vo Van Hung, Dang Ngoc Diep, Le Trong Yen, and Nguyen Thi Phuong Hoa.
