The government recently issued Decree 320, effective from 28/9, which amends and supplements several regulations on digital identification and authentication. The new regulation adds a social security beneficiary account feature on the VNeID application to facilitate payment disbursements.
A social security beneficiary account is an identification credential on VNeID that allows users to integrate one of three payment methods: a payment account, an e-wallet, or a mobile money account. This integration enables them to receive pensions, support payments, and other legal funds.
The integrated account, e-wallet, or mobile money account must be legitimate, with information matching the digital identity of the social security beneficiary. Each person is permitted to integrate only one of these three payment methods.
According to the Decree, state agencies, political organizations, and socio-political organizations will disburse support funds, pensions, and other legal funds from the state budget through transfers to social security beneficiary accounts on VNeID.
Individuals who have not created a social security beneficiary account on VNeID and have not provided written authorization for another person to receive funds will still receive their payments through other prescribed methods.

According to instructions from Vietnam Social Security, to register, citizens must log into their level two digital identity account on VNeID. They then navigate to the Social Security section, select "Social Security Beneficiary Account," and enter the application's six-digit password.
Following this, users select the bank where they have an account, enter their personal information and the receiving account number, then select "Submit information". The registration result for the social security beneficiary account will be sent to the user via a notification on VNeID.
