On 12/12, the Traffic Police Department (TPD), Ministry of Public Security, announced it is advising the Ministry of Public Security to amend regulations regarding patrol and control, as well as the testing, issuance, and exchange of driver's licenses. According to the proposal, traffic police will only check documents related to vehicles and drivers electronically and will not penalize the act of not carrying physical documents.
When operating a vehicle, citizens can present their driver's license, vehicle inspection certificate, and compulsory motor vehicle liability insurance certificate. These documents will be integrated into their electronic identification account on the national identification application VNeID or the Ministry of Public Security's traffic application VNeTraffic.
If unable to access the application, traffic participants only need to provide their ID card or personal identification code to the traffic police.

The Traffic Police Department currently has a specialized application for traffic police and has issued mobile devices with the application installed for officers on duty, facilitating the electronic lookup of documents.
Even if a driving test has been passed but the information is not yet integrated into the VNeID or VNeTraffic system, citizens only need to provide a personal identification code. Traffic police can then use this to look up and verify details such as driver's licenses and vehicle registrations.
Traffic police will issue electronic driver's licenses, which will be automatically integrated into the data system to facilitate convenient lookup for citizens.
Additionally, citizens with VNeID level 2 can update, or have the system automatically update, documents including: driver's license, vehicle registration, vehicle inspection certificate, and compulsory motor vehicle liability insurance online.
