Communique of the 12th Central Committee Meeting, 13th National Congress

Implementing the term's agenda, the 12th Central Committee Meeting of the 13th National Congress convened in Hanoi from 18/7 to 19/7/2025.

General Secretary To Lam presided over the meeting and delivered important opening and closing remarks.

1. The Central Committee reached a consensus on the content of the following documents: Guidelines for personnel work for the 14th National Congress, including the allocation of the structure and number of official members of the 14th Central Committee; criteria, structure, number, and principles for allocating delegates to the 14th National Congress; and provided input on personnel to supplement the planning for the 14th Politburo and Secretariat for the 2026-2031 term.

The Central Committee agreed that the guidelines for personnel work for the 14th National Congress are crucial, deciding all preparations and elections for the Central Committee, Politburo, Secretariat, General Secretary, and other key leadership positions of the State, contributing to the success of the 14th National Congress. Personnel preparation must be conducted synchronously, scientifically, methodically, rigorously, democratically, objectively, and transparently, ensuring compliance with Party regulations, the principle of democratic centralism, and legal provisions. National interests must be prioritized. The Party is determined to prevent unqualified and unworthy individuals from joining the 14th Central Committee.

The Central Committee assigned the Politburo, based on discussions and reports, to finalize, issue, and implement these documents.

2. The Central Committee agreed to merge three reports: the political report, the socio-economic report, and the report summarizing Party building and implementation of the Party's statutes; and approved the basic content of draft documents to be submitted to the 14th National Congress:

2.1. Regarding the draft political report:

The Central Committee assessed the merging of the reports as a new, groundbreaking, and creative approach, avoiding overlap and inconsistency, reflecting the scope of the political report, and clarifying viewpoints, guidelines, strategic orientations, key tasks, and strategic breakthroughs. Along with the new political report is a common action program to successfully implement the Resolution of the 14th National Congress.

The Central Committee requested that the new political report be finalized to ensure both continuity and innovation, reflecting the country's development; clearly defining the goals for the 14th Congress term and the vision to 2045, 2050, and beyond, linked to two objectives: 100 years under the Party's leadership and 100 years of the Socialist Republic of Vietnam; emphasizing new development drivers, including science and technology, innovation, digital transformation, high-quality human resource development, and effectively leveraging the advantages of extensive international integration; affirming the key role of Party building and rectification, anti-corruption efforts, and combating individualism, interest groups, and ideological and moral decline; strengthening power control; enhancing the Party's leadership capacity and fighting strength; and improving national governance.

2.2. Regarding the draft report summarizing theoretical and practical issues of the 40-year socialist-oriented renovation in Vietnam:

The Central Committee agreed that the draft report has been reviewed, supplemented, updated, and completed, ensuring consistency between reports.

The Central Committee contributed insightful opinions to further improve the draft report, focusing on objectively assessing the global, regional, and domestic context impacting Vietnam over 40 years of renovation; the Party's theoretical development; achievements, limitations, and lessons learned in building socialism in Vietnam; and forecasting the situation, viewpoints, orientations, and solutions to promote comprehensive renovation, national development, and defense in the new period.

2.3. Regarding the draft report summarizing the implementation of the Party's statutes:

The Central Committee agreed that the draft report focuses on clarifying the implementation, inspection, and supervision of the Party's statutes and guidelines; and objectively and comprehensively assesses the results, limitations, difficulties, and shortcomings.

Regarding amendments to the Party's statutes, the Central Committee agreed to report to the 14th National Congress, assigning the 14th Central Committee to lead and direct research and summarize practical experience to propose amendments to the Party's statutes and the Political Platform for national construction during the transition to socialism, to be submitted to the 15th National Congress on the occasion of the Party's 100th anniversary (1930-2030); and assigned the Politburo to direct relevant agencies to conduct research and summarize the practical implementation of the Party's statutes from the beginning of the term to report to competent authorities for consideration and proposal of amendments.

The Central Committee assigned the Politburo, based on discussions and reports, to direct subcommittees to finalize the draft documents and send them for comments from Party congresses at all levels for the 2025-2030 term.

3. The Central Committee agreed with the proposals of the Party Committee of the Government on amending and supplementing several resolutions and conclusions of the Central Committee.

3.1. Regarding Resolution No. 18-NQ/TW, dated 16/6/2022, of the 13th Central Committee on continuing to renovate and improve institutions and policies, enhancing the effectiveness of land management and use, and creating momentum for Vietnam to become a high-income developed country:

The Central Committee agreed that after three years of implementation, Resolution No. 18-NQ/TW has achieved important results. Its innovative viewpoints and content have been implemented synchronously and promptly, proving to be correct and appropriate, contributing to liberating land resources to meet the country's development needs. The Central Committee agreed to continue steadfastly and consistently implementing the resolution's viewpoints, objectives, tasks, and solutions.

However, implementation has faced difficulties, reducing the effectiveness of state management and hindering the full potential of land resources for socio-economic development. Given the rapidly changing international and regional situation, the Party and State have issued major guidelines and policies for sustainable development in the new era, requiring adjustments to some viewpoints, tasks, and solutions of Resolution No. 18-NQ/TW.

The Central Committee discussed and agreed to supplement the guiding viewpoints, revise the objectives, and adjust some tasks and solutions of Resolution No. 18-NQ/TW.

3.2. Regarding Resolution No. 27-NQ/TW, dated 9/11/2022, of the 13th Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period:

The Central Committee agreed that the implementation of Resolution No. 27-NQ/TW has achieved positive results. Theoretical thinking about the socialist rule-of-law state has been continuously improved. The legal system has been developed relatively comprehensively, transparently, and accessibly, basically regulating all social aspects, creating a legal framework for socio-economic development, national defense, security, and international integration.

However, limitations remain in lawmaking. The mindset in some areas still leans towards management, limiting innovation and resource mobilization. The division of legislative and regulatory authority remains unclear. The requirement for specific and directly effective laws has led to inflexibility and frequent amendments, hindering stability.

To address these limitations, the Central Committee agreed to amend Section IV.3 of Resolution No. 27-NQ/TW, shifting from a "management" mindset to a "development-oriented" one, emphasizing timeliness and flexibility in lawmaking for sustainable development, removing institutional bottlenecks, and clarifying the division of legislative and regulatory authority, ensuring the stability and long-term value of legal provisions.

3.3. Regarding Resolution No. 29-NQ/TW, dated 4/11/2013, of the 11th Central Committee on fundamental and comprehensive renovation of education and training to meet the requirements of industrialization and modernization in the socialist-oriented market economy and international integration:

The Central Committee agreed that after more than 10 years of implementing Resolution No. 29-NQ/TW, education and training have achieved important results. Universal pre-school education for 5-year-old children has been achieved; primary and secondary education quality has been maintained and improved; general and specialized education quality has been enhanced; continuing education has diversified; vocational education has developed in quantity and quality, better meeting labor market demands; higher education has been renovated, with increased autonomy leading to strong improvements in quality and efficiency of human resource training and scientific research; and some higher education institutions and training programs are highly ranked regionally and globally.

However, implementation of Resolution No. 29-NQ/TW still faces difficulties. The apparatus and internal governance systems in higher education and vocational institutions are cumbersome and overlapping; the role of the university council overlaps with the Party organization, hindering the Party's leadership role. Promoting financial autonomy and education socialization while cutting state budget has affected public education, especially higher and vocational education. Determining the autonomy level of educational institutions based solely on financial autonomy hinders the implementation of autonomy, affecting training quality and scientific research.

The Central Committee discussed and agreed to amend and supplement Resolution No. 29-NQ/TW to address these difficulties.

3.4. Regarding the Conclusion of the sixth meeting of the 13th Central Committee on "Orientation of the National Master Plan for the 2021-2030 period, with a vision to 2050":

The Central Committee agreed that adjusting the National Master Plan is necessary and urgent to identify comprehensive and breakthrough solutions to concretize the Party's guidelines and policies; maximize the nation's potential; create a basis for adjusting other national, regional, and provincial plans, ensuring consistency; and create a foundation for future planning.

The Central Committee agreed to review and adjust growth targets to align with double-digit growth scenarios; adjust regional divisions and linkages; review and adjust socio-economic spatial organization and development orientations for each socio-economic region; review and adjust development orientations for growth poles and economic corridors; and review, adjust, and update infrastructure systems, focusing on transport, energy, and key national social infrastructure (health, education, culture, science, technology, and innovation), ensuring alignment with the new socio-economic spatial organization after the rearrangement of provincial administrative units.

The Central Committee assigned the Politburo, based on discussions and reports, to complete the amendment and supplementation of the resolutions and conclusions. If necessary, to proactively and promptly resolve arising issues, the Politburo is authorized to decide on new matters within the Central Committee's authority or differing from the Central Committee's resolutions and conclusions, ensuring national stability and development, and report to the Central Committee at the nearest meeting.

4. Regarding Party congresses at all levels, the Central Committee affirmed that the Party congresses for the 2025-2030 term are crucial, not only as major political activities within the Party and among the people, but also as a premise for the successful organization of the 14th National Congress. The Central Committee requested the Central Organization Committee, provincial and municipal party committees, and affiliated party committees to urgently implement plans for organizing congresses at all levels, promptly address arising issues, and avoid passivity, delays, or internal disunity.

5. The Central Committee disciplined the following comrades by dismissing them from all Party positions: Nguyen Xuan Phuc, former Politburo member and former President; Vo Van Thuong, former Politburo member and former President; Vuong Dinh Hue, former Politburo member and former National Assembly Chairman; Le Minh Khai, former Party Central Committee Secretary and former Deputy Prime Minister; and expelled Nguyen Thi Kim Tien, former Party Central Committee member and former Minister of Health, from the Party.

6. The Central Committee agreed to allow Do Duc Duy, Party Central Committee member and Minister of Agriculture and Rural Development, to resign from the 13th Central Committee, and Vo Chi Cong, alternate member of the Central Committee, former Standing Committee member of Can Tho City Party Committee, and former Head of the Can Tho City Party Committee's Propaganda and Education Board, to resign as an alternate member of the 13th Central Committee.

7. The Central Committee gave its opinion on personnel for the Politburo to decide and recommend to the 15th National Assembly for approval as Minister of Agriculture and Rural Development for the 2021-2026 term.

8. Regarding the operation of the two-level local government model, the Central Committee assessed that the initial implementation of the model in 34 provinces and cities, with 3,321 communes, wards, and special zones, has shown that the apparatus is operating smoothly, with no major issues. Civil servants have adapted; work processes are relatively smooth; and public services are delivered faster. The public expressed agreement and expectation for the new model's effectiveness.

The Central Committee noted the need to continue improving guidelines, developing interoperable processes; promptly adjusting shortcomings in task assignment and decentralization; improving cadre training, especially at the commune level; and strengthening supervision, inspection, and periodic evaluation of the model's effectiveness.

The Central Committee assigned the Party Committees of the Government, Central Party Agencies, the Vietnam Fatherland Front, and central social organizations, as well as provincial and municipal party committees, to closely monitor the situation and conduct a comprehensive review after six months to propose appropriate adjustments.

9. The Central Committee reviewed and commented on reports on the implementation of Resolution No. 18-NQ/TW, dated 25/10/2017, of the 12th Central Committee from 11/2024 to 7/2025; the national situation in the first six months of 2025; important tasks addressed by the Politburo since the 11th Central Committee Meeting; and new global and regional developments since the 11th Central Committee Meeting.

The Central Committee called on the entire Party, people, and army to unite, strive to overcome difficulties and challenges, ensure the smooth and effective operation of the two-level local government model, successfully complete socio-economic development tasks in 2025, and successfully organize Party congresses at all levels towards the 14th National Congress.
