On the afternoon of 15/1, the Police Department of Fire Prevention, Fighting and Rescue (Fire Prevention, Fighting and Rescue Department, Ministry of Public Security) launched the Command Information Center. This center is a level 1 system, connecting with two centers under the Staff Department and 34 centers under the Fire Prevention, Fighting and Rescue Police Department of the police in 34 provinces and cities.
The Department's Command Information Center will oversee the entire system, provide technical support, and coordinate across levels, also handling complex situations and mobilizing inter-provincial forces when necessary. Meanwhile, the core role remains with the Command Information Centers located in provinces and cities, which directly receive and process fire reports from various sources.
Currently, the entire system has 437 monitoring stations receiving information at regional Fire Fighting and Rescue Teams. Additionally, over 1,000 GPS devices have been installed on fire trucks, fire boats, and specialized vehicles to monitor routes and optimize deployment during incidents.

Senior Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, stated that the operationalization of the Command Information Center marks a step "from manual management to digital data governance; from passive reaction to proactive, rapid, and efficient response". To further improve and ensure seamless system operation, functional forces are building a national database on fire prevention, fighting, and rescue in a synchronized, accurate, complete, seamless, and timely manner.
Authorities will also soon issue a specific plan to implement the equipping and installation of fire alarm transmission devices in residential areas, high-rise buildings, and areas lacking adequate transport infrastructure and water sources for fire fighting, as regulated. Hanoi is currently a leading locality in installing and connecting fire alarm transmission devices. The city aims to complete the system installation in 126 communes and wards by 7/2027.
The fire alarm transmission system is a crucial tool for early fire detection and timely response. When installed, smoke and heat detectors, along with emergency buttons, connect to a central fire alarm panel. This panel then connects to the fire alarm transmission device. In the event of a fire, via LAN (ethernet) and mobile networks, the fire alarm transmission device simultaneously sends alerts to the city Police Command Information Center and notifies the facility via mobile calls and the GSafePro application.
According to the installer, the fire alarm transmission device is compatible with most existing fire alarm panels and can monitor five input signals: power, network connection, open circuit detection, fault reports, and fire alarms. Additionally, the device monitors statuses such as temperature, power, battery, and activates lights and bells during a fire.
In addition to launching the Command Information Center, the Fire Prevention, Fighting and Rescue Department also introduced the "Bao Chay 114" application, creating a significant step forward in bringing digital technology closer to the public. This allows citizens and businesses to report fires, send images and videos, and pinpoint incident locations, thereby shortening the "golden time" for incident response. The application also integrates receiving reports from the 114 hotline and supports authentication via VNeID, a platform developed by the Ministry of Public Security, thereby reducing anonymous reports and wasted verification time during emergencies.
In 2025, the country recorded 3,151 fires, resulting in 90 deaths, 98 injuries, and nearly 800 billion VND in damages. The number of fires and explosions decreased by 24%, with damages down by 19% compared to 2024. On average, the country experiences about 10 fires and one explosion daily.
