To complete the planned traffic network and ensure fast, convenient, and synchronized connectivity with the existing road system, the Ministry of Construction approved the principle of connecting an interchange between the main road of the Hanoi International Sports Urban Area project (formerly known as the Olympic Sports Urban Area) and the Phap Van - Cau Gie expressway at Km194+209, near the Thuong Tin interchange.
After the new interchange becomes operational, the branches of the Thuong Tin interchange, which currently connect provincial road 427 with the Phap Van - Cau Gie expressway, will be closed.
The Ministry of Construction requires Vinhomes Joint Stock Company to carry out the connection procedures and coordinate closely with Phap Van - Cau Gie BOT Joint Stock Company to finalize the interchange design plan, traffic organization, toll collection scheme, and toll collection equipment arrangement.

The interchange design plan must align with the road network master plan, ensure traffic safety, and facilitate convenient entry, exit, and circulation for vehicles on the expressway.
The Phap Van - Cau Gie expressway currently operates a closed toll collection system, where vehicles are monitored via entry and exit toll stations. Therefore, the new interchange will require a corresponding system of toll stations at its entry and exit ramps to integrate with the existing toll collection system.
The Ministry of Construction clarified that the investment costs for completing the interchange, its toll collection system, and other associated connection costs are not the responsibility of the Phap Van - Cau Gie BOT investor. The entire cost will be borne by the developer constructing the interchange.
The Hanoi International Sports Urban Area construction investment project received investment approval from the Hanoi People's Council. Covering over 9,000 hectares, the project has an estimated total capital of over 925 trillion VND, aiming to meet the conditions for hosting ASIAD and the Olympics.
According to the plan, the sports complex and stadium will be completed by Q2/2030, with the entire project expected to be finished in 2035.
