On the morning of 5/5, during a meeting with voters following the 16th term of the National Assembly's first session, Da Nang Party Secretary Le Ngoc Quang stated that the city is finalizing its general plan and specialized plans. Urban planning is identified as a key task for the coming period.
"Some land funds, including headquarters no longer needed after administrative unit rearrangements, will be reviewed and reclaimed. These will be used for developing schools, parks, public spaces, and parking lots", Quang said.
According to the Da Nang Party Secretary, the city aims to achieve 10 square meters of green space per person by 2035. Currently, this figure is less than 2 square meters per person. This significant difference necessitates decisive action from the city to allocate land for environmental and social welfare purposes. Da Nang will also prioritize addressing surplus headquarters in the southern part of the city, including Tam Ky, to enhance public spaces.

Regarding this matter, Phan Duy Anh, Deputy Director of the Da Nang Department of Finance, stated that the agency is advising on a definitive plan to resolve the issue of surplus public assets. These assets arose after the city merged administrative units and implemented a two-tier government model. The goal is to complete this by Q2 2026.
For assets still in use, the city will reallocate them according to standards and norms. Remaining assets will be categorized: a portion will be handed over to the Land Fund Development Center for exploitation, and the rest will be managed by the Housing Management and Exploitation Center.
Unlocking resources from stalled projects
In addition to reorganizing public assets, city leaders are focused on resolving long-standing legal obstacles affecting many large projects. The Party Secretary noted that following the Politburo's Conclusion 77 and the National Assembly's Resolution 170, the city has reviewed and addressed approximately 97% of over 2,000 stalled projects.
Legal resolution is being carried out alongside accountability for individuals and collectives involved. If resolved thoroughly, Da Nang expects to unlock hundreds of thousands of ty dong in capital currently frozen in key projects such as Da Phuoc, Golden Hills, Chi Lang Stadium, and Hoiana.
In the broader economic landscape, Da Nang recorded an 8,45% GRDP growth in Q1 2026, ranking second in the Central - Central Highlands region. Budget revenue reached nearly 19,800 ty dong, an increase of over 38% compared to the same period last year. Tourism remains a key sector, welcoming approximately 1,5 million visitors during the recent holiday period and generating 5,727 ty dong in revenue.
Shifting economic structure towards industry and logistics
Although tourism and services account for approximately 75% of the economy, Party Secretary Le Ngoc Quang believes this structure carries inherent risks of dependence. Therefore, the city will accelerate its shift towards high-tech industry and logistics to form a more sustainable development structure.
Da Nang is placing its hopes on the Lien Chieu Port project, with a total investment of over 45,000 ty dong. This project will serve as a foundation for logistics development and connect the East - West economic corridor. Simultaneously, new sectors such as semiconductors and artificial intelligence are developing, with 26 microchip design businesses already operational.
"The city will focus on removing institutional barriers and promoting key projects to transform Da Nang into a high-quality tourism center and an international financial center", Le Ngoc Quang stated.
Previously, on 9/5, the Vietnam International Financial Center in Da Nang was inaugurated at Software Park No. 2.
