Deo Ca Group presented its proposal during a working session with Dak Lak province. The group suggested exploring investment in the CT.23 route through a public-private partnership (PPP) model, integrating digital technology into project management.
The full CT.23 route spans approximately 207 km, linking the North-South Expressway (East) at its origin to the Dak Rue border gate in Ea Bung commune. The initial phase, planned for 2026-2030, would cover about 124 km. This section is designed with 4 lanes, a speed of 100 km/h, and an estimated investment exceeding 35,000 billion VND.

Luong Nguyen Minh Triet, Secretary of the Dak Lak Provincial Party Committee, endorsed the project's direction, confirming that the CT.23 route is already part of the province's master plan. He emphasized that developing this expressway is a vital solution to expand development opportunities and attract investment, particularly given the current limitations in regional logistics infrastructure.
The province intends to implement the project via a public-private partnership, with state capital participation tailored to its status as an "especially difficult area." Dak Lak authorities have asked Deo Ca Group to continue preparing the investment policy proposal and pre-feasibility study. A dedicated task force will also be formed to address any obstacles during the project's preparatory phase.
Following the merger of Phu Yen and Dak Lak, the newly formed province adopted the name Dak Lak, with its political and administrative center in the current Dak Lak location. This expressway is expected to link key economic and political hubs, fostering new development opportunities between the Central Highlands and the South Central Coast. It will also bolster regional defense and security.
Currently, National Highway 29, a 293 km route, serves as the primary link between Phu Yen and Dak Lak. However, this road is degraded, features a narrow surface, and endures heavy traffic, creating significant travel challenges.
