On the evening of 3/7, the Co To Border Guard Post deployed warning flares and coordinated with local authorities to inspect and count vehicles. To date, 452 vessels and 33 floating houses in the special administrative zone have moved to safe shelters. Additionally, 45 vulnerable homes have been reinforced.
The special zone successfully evacuated 3,147 people to the mainland, while the remaining 2,011 tourists were instructed on safety measures at their accommodations. Approximately 700 officers and soldiers, along with rescue vehicles, generators, and life jackets, were mobilized and are ready to handle any emergency.

Earlier, on the early morning of 3/7, authorities in Co To rescued seven crew members from a fishing vessel that encountered a storm at sea.
In Van Don, the People's Committee of the special administrative zone convened a meeting to direct specialized departments to coordinate with 27 village and zone leaders. Their task was to count vehicles and inspect aquaculture cages belonging to 102 enterprises and cooperatives. Authorities mandated the evacuation of all residents from floating houses to the shore, prohibiting anyone from remaining when the typhoon makes landfall.
By late afternoon on 3/7, 1,348 fishing vessels and transport vehicles in Van Don had reached their designated anchorages. Out of 3,950 individuals, 829 have moved to safe locations, and local authorities are continuing to evacuate the remaining population.
For the 3,321 tourists on Quan Lan, Minh Chau, and Ngoc Vung islands, authorities issued typhoon updates and advised on safety measures at their places of stay.

According to the National Center for Hydro-Meteorological Forecasting, the typhoon is expected to enter the Gulf of Tonkin and begin affecting mainland areas from noon on 4/7.
The highest probability scenario indicates that the Gulf of Tonkin, including Bach Long Vi, Van Don, Co To, Cat Hai, and Hon Dau, will experience strong winds of force 8-9, gusting to force 11, with waves 2-4 m high. From noon on 4/7, coastal areas of Quang Ninh, Hai Phong, and Hung Yen will face strong winds of force 6-7, with areas near the typhoon's eye reaching force 8, gusting to force 10; waves 2-3 m high combined with a storm surge of 0,2-0,4 m could cause localized flooding at river mouths and low-lying coastal areas.
