Under decision 72 signed by prime minister Pham Minh Chinh, Bui The Duy, an alternate member of the Party Central Committee and deputy minister of science and technology, has been assigned and appointed vice president of the Vietnam Academy of Science and Technology.
Bui The Duy is 48 years old and hails from Ha Tinh. He holds the title of associate professor and has a doctorate in informatics. He is also an alternate member of the 13th Party Central Committee.

Bui The Duy previously served as director of the Vietnam Youth Academy and chief of office at the Ministry of Science and Technology.
In 4/2018, the prime minister appointed him deputy minister of science and technology, a position he has held since. He assists the minister in overseeing scientific research; international cooperation, international economic integration, and the network of overseas science and technology representative agencies; and planning and development strategies for the science and technology sector.
At the 13th national party congress (1/2021), he was elected an alternate member of the Party Central Committee. In 8/2025, he was appointed to the Party Committee Executive Board and the Standing Committee of the Ministry of Science and Technology's Party Committee for the 2025-2030 term.
