On 30/5, the Government Office conveyed the directive from Standing Deputy Prime Minister Pham Gia Tuc, tasking the Chairman of the Hanoi People's Committee with effectively publicizing information on compensation, support, and resettlement for land recovered for the Red River scenic boulevard axis project.
Previously, on 11/5, the Hanoi People's Council approved a resolution on the investment policy for the Red River scenic boulevard axis project. The project is expected to span over 11,400 ha, comprising main components such as: the scenic boulevard axis; scenic and entertainment parks; urban development land; water surface land; technical infrastructure land; and other land.
The project will be implemented across 16 communes and wards: Hong Ha, O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Linh Nam, Thanh Tri, Nam Phu, Hong Van, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, and Bat Trang. Compared to the preliminary resolution from late 2025, three wards—Vinh Tuy, Vinh Hung, and Hoang Mai—have been removed from the project scope.
Sub-projects are categorized into several groups. Group one involves traffic infrastructure investments, including the construction of a boulevard along the Right Red River dike, spanning approximately 45,35 km, and another boulevard along the Left Red River dike, extending about 35 km.

Group two encompasses park investment projects. Among the 11 park clusters, the largest is located at Trang Viet river bank, spanning Me Linh and Thien Loc communes, with a total area exceeding 1,100 ha. The smallest is Phu Thuong ward park, covering approximately 20 ha.
Group three focuses on embankment and riverbed and riverbank regularization projects. The city will construct embankments and regularize the Left Red River bank, with an approximate length of 334 km. Additionally, it will regularize the riverbed and riverbanks within the Xuan Quan - Phung Cong river bank area in Bat Trang commune, covering about 77 ha.
For the Right Red River bank, the city plans to construct embankments and regularize the riverbank over approximately 30,8 km. Furthermore, it will regularize the riverbed and riverbanks within the Nhat Tan - Tu Lien river bank area, located in Hong Ha ward, spanning about 92 ha.
Two urban areas are designated for settlement and redevelopment, to be built in Long Bien ward (200 ha) and Linh Nam ward (98 ha). Concurrently, the city has allocated 120 ha for the construction of an urban redevelopment area for craft villages in Bat Trang commune.
According to the resolution, the preliminary total investment for the project is approximately 737.000 billion VND, representing a reduction of 118.000 billion VND compared to the preliminary capital estimate announced in late 2025.
