On 28/4, the Dong Nai Provincial People's Council approved the investment policy for an elevated road. This project will run along national route 51, specifically the section from Vung Tau Intersection to the Bien Hoa - Vung Tau expressway, and will be developed under a build-operate-transfer (BOT) model.

The project spans approximately 6,2 km, featuring a 4,6 km viaduct. Designed for a speed of 80 km/h, the route will traverse Tran Bien, Long Hung, Phuoc Tan, and Long Binh wards. Its starting point is Le Van Duyet street in Tran Bien, concluding at Vo Nguyen Giap street in Phuoc Tan.
In addition to the main route, the project includes constructing interchanges, a smart traffic system, toll collection facilities, and an operation building. Construction is slated to begin late this year, with completion anticipated in 2029.
Dong Nai province stated that the project aims to complete essential infrastructure and significantly alleviate congestion. It targets Vung Tau Intersection and Gate 11, which are critical, overloaded hotspots on national route 51. The province is also repairing and upgrading the entire route, including this congested section. Furthermore, the elevated route will enhance connectivity between Dong Nai and TP HCM, fostering development in the Southern key economic region.

Complementing the elevated road, the Bien Hoa - Vung Tau expressway, with 38 of its 54 km already completed, is expected to open to traffic on the evening of 29/4. This expressway will further contribute to easing congestion on national route 51.
