Twenty billion dong canal abandoned, local authorities request 50 billion dong for remediation

D3 canal, nearly 20 billion dong investment, abandoned for over 10 years, deteriorates and threatens homes; local authorities propose 50 billion dong for remediation.

The D3 canal, approximately 1,49 km long and part of the eastern branch irrigation system of Krong Buk Ha lake, was constructed in 2012. It traverses three villages: Kla, Buon Krai A, and village 9B.

This project, overseen by the former Krong Pac District Investment and Construction Project Management Board, had a total capital of nearly 20 billion VND. It also included land clearance for 42 households. The canal was designed to provide irrigation water for over 100 hectares of coffee and rice fields.

However, after its completion, the canal proved ineffective. Its elevation was lower than the surrounding fields, preventing water from flowing naturally, especially in the village 9B area. Many sections of the canal are one to 10 meters deeper than the natural ground level, posing a high risk of landslides.

After more than a decade, several sections have subsided, with silt and soil accumulation obstructing water flow, preventing it from reaching the end of the line. This situation not only represents a waste of resources but also threatens the safety of households living along the canal banks, particularly during the rainy season and floods.

In Buon Krai A, a landslide eroded the foundation of a house, prompting authorities to evacuate the residents. Many other households live in constant fear each time the rainy season arrives.

The Ea Kly Commune People's Committee has proposed two solutions: backfilling to restore the original state or constructing embankments to prevent landslides along both sides of the canal. The estimated cost for either option is around 50 billion VND.

Due to limited local resources, the commune has requested support from the Department of Finance and the Dak Lak Provincial People's Committee to address the project.
