On 18/12, Dong Da Ward Police announced that the driver involved in a multi-car collision on Lang street on 17/12, which resulted in one vehicle overturning, tested positive for morphine. The driver has two prior administrative violations that have not been expunged and was under post-drug rehabilitation management at his residence.

The incident occurred around 12:00 on 17/12. The driver was operating a 7-seater oto on Lang street, traveling towards Truong Chinh. Near the Nga Tu So overpass traffic light, the car collided with two other vehicles moving in the same direction before overturning in the middle of the road.
Following the accident, the driver was trapped inside the cabin but was safely rescued by passersby. At the time, the driver appeared disoriented. No human casualties were reported, but all three oto sustained damage. Authorities conducted alcohol tests on all involved drivers, finding no violations. Hanoi Police are continuing to process the case in accordance with regulations.
Under Decree 168, driving an oto while testing positive for illicit substances carries a fine of 30 to 40 million dong and a license revocation for 22 to 24 months. If such an act causes an accident, the driver could face criminal charges, depending on the severity of the incident.
