On the afternoon of 14/8, the Central Inspection Commission (CIC) issued a communique from its 11th session held on the same day, announcing it had reviewed reports recommending disciplinary action against party members who committed violations within the Party Committee of the Ministry of Agriculture and Environment and Dong Nai City.

The CIC determined that Tran Quy Kien, former Deputy Minister of Agriculture and Environment, and Nguyen Thi Gai, former Secretary of the Party Committee and General Director of Dong Nai Rubber Group One Member Limited Liability Company, exhibited political ideology, ethics, and lifestyle degradation.

These two individuals also violated Party regulations and state laws in fulfilling their assigned duties and responsibilities. Furthermore, they breached rules prohibiting certain actions for party members and failed to uphold the responsibility of setting an example.

These violations "resulted in very serious consequences, severely damaging the reputation of the party organization, agencies, units, and localities where they worked, to the extent that disciplinary action is warranted."

Therefore, the CIC has proposed that competent authorities consider disciplinary action against Tran Quy Kien and Nguyen Thi Gai.

Tran Quy Kien, 62, is from Ninh Binh. He holds a geology engineering degree specializing in oil and gas exploration, a bachelor's degree in economic law, and a master's degree in law.

He has 36 years of experience in the natural resources and environment sector, having served as Chief of Office for the former Ministry of Natural Resources and Environment, Director of the Planning Department, and Director of the Planning and Finance Department at the Ministry of Natural Resources and Environment. He was appointed Deputy Minister of Natural Resources and Environment in 11/2017. Following the merger of the Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment in 3/2025, Mr. Kien was assigned the position of Deputy Minister of Agriculture and Environment. He retired in early 12/2025.

While serving as Deputy Minister of Agriculture and Environment, Mr. Kien was responsible for the geology and mineral sector. He directly oversaw the Vietnam Department of Geology and Minerals; the Department of Digital Transformation; the Office of the National Mineral Reserves Assessment Council; and the Institute of Geological Sciences and Minerals.
