During the ceremony, the General Secretary highlighted the Vietnam People's Army's outstanding achievements over the years, attributing them significantly to the contributions of generations of officers, soldiers, and personnel in the logistics and engineering sector.
During the reform period, the General Department of Logistics - Engineering successfully fulfilled its strategic advisory role. It also merged and reorganized logistics and engineering agencies and units, making them streamlined and synchronized. The General Department developed and implemented numerous strategic projects, programs, and plans, thereby strengthening military logistics and technical potential and posture, and enhancing combat strength.
On behalf of the Party, State, and Central Military Commission leaders, the General Secretary congratulated the General Department of Logistics - Engineering on its achievements over the past period.

The General Secretary noted that the global and regional situation will continue to be complex and unpredictable in the coming years. He emphasized that the General Department must develop logistics and technical assurance plans and solutions consistent with the strategy for building a people's national defense and the policy of socio-economic development linked with national defense and security. The General Secretary directed the unit to advise on the effective implementation of coordinated projects and programs, and to invest in the production, procurement, repair, improvement, and modernization of weapons and technical equipment.
Furthermore, units within the General Department must ensure timely and complete provision of materials, weapons, and logistics and technical equipment for both routine and urgent tasks, especially training, exercises, and combat readiness. Officers and soldiers of the General Department are also required to forecast and assess global military science development trends, applying scientific achievements in the design, manufacturing, production, and modernization of weapons, particularly strategically significant weapons and technical equipment.
The General Secretary stated that in this "new era", the Army's logistics and engineering sector must lead in scientific and technological innovation, adopting new global achievements for application in military logistics and technical development, and the national industrialization and modernization endeavor.
Products from the General Department and the Army's logistics and engineering sector should be specialized, dual-use products, researched, developed, and produced with a spirit of "self-confidence, self-reliance, self-mastery, self-resilience, and national pride," ensuring strategic autonomy.
The Ministry of National Defense decided to merge the General Department of Logistics and the General Department of Engineering into the General Department of Logistics - Engineering starting from 1/2025. On 26/12/2025, the President signed a decision to confer the title "Hero of the People's Armed Forces" upon the General Department of Logistics - Engineering, recognizing the unit's exceptionally outstanding achievements and victories.
