General Secretary To Lam will stand as a candidate in Hanoi's electoral unit one, according to the recently announced list of candidates. This unit encompasses the wards of Ba Dinh, Ngoc Ha, Giang Vo, Hoan Kiem, Cua Nam, Dong Da, Kim Lien, Van Mieu - Quoc Tu Giam, Lang, and O Cho Dua. His candidacy and participation in the Hanoi National Assembly delegation align with a Politburo assignment decision, a long-standing practice for General Secretaries running in the capital over many terms.
Before October 2024, General Secretary To Lam was a member of the Hung Yen province National Assembly delegation. Following his election as General Secretary, he transferred his activities to the Hanoi National Assembly delegation, consistent with the established structural arrangements.

Hanoi has 54 individuals vying for 32 seats in the 16th National Assembly. Other notable candidates in the area include Nguyen Kim Son, Minister of Education and Training; Nguyen Thi Tuyen, President of the Vietnam Women's Union; Lam Thi Phuong Thanh, Vice Minister of Culture, Sports and Tourism; Hoang Minh Son, Director of Vietnam National University, Hanoi; Most Venerable Thich Bao Nghiem, Vice Chairman of the Central Executive Council of the Vietnam Buddhist Sangha; Nguyen Xuan Ky, Chief Justice of the Hanoi People's Court; and Associate Professor Nguyen Lan Hieu, Director of Hanoi Medical University Hospital.
National Assembly chairman runs in TP HCM
National Assembly Chairman Tran Thanh Man is a candidate in TP HCM, while Permanent Member of the Secretariat Tran Cam Tu is running in Da Nang. Other high-ranking officials also seeking election include: Le Minh Hung, Head of the Central Organization Commission, in Hai Phong; General Phan Van Giang, Minister of National Defense, in Thai Nguyen province; and General Luong Tam Quang, Minister of Public Security, in Hung Yen province.
Further candidacies include: Tran Duc Thang, Minister of Agriculture and Environment, in Can Tho city; Le Hoai Trung, Minister of Foreign Affairs, in Hue city; Do Van Chien, Permanent Vice Chairman of the National Assembly, in Bac Ninh province; Nguyen Thanh Nghi, Head of the Central Policy and Strategy Commission, in Dak Lak province; and Le Minh Tri, Head of the Central Internal Affairs Commission, in Dong Nai province.
The list continues with: Pham Gia Tuc, Chief of the Central Party Office, in Ha Tinh province; Tran Si Thanh, Chairman of the Central Inspection Commission, in Lang Son province; Doan Minh Huan, Director of Ho Chi Minh National Academy of Politics, in Nghe An province; Bui Thi Minh Hoai, President of the Vietnam Fatherland Front Central Committee, in Phu Tho province; and Trinh Van Quyet, Head of the Central Propaganda and Mobilization Commission, in Tuyen Quang province.
Additionally, Nguyen Duy Ngoc, Secretary of the Hanoi Party Committee, is running in Hanoi, and Tran Luu Quang, Secretary of the TP HCM Party Committee, is a candidate in TP HCM.
Other candidates in TP HCM include: Le Khanh Hai, Head of the Presidential Office; Do Thanh Binh, Minister of Home Affairs; Le Quang Manh, Secretary General and Head of the National Assembly Office; Senior Lieutenant General Le Quoc Hung, Vice Minister of Public Security; Associate Professor, Doctor Tran Hoang Ngan; and Nguyen Thi Thanh Mai, Director of Vietnam National University, TP HCM.
