The Prime Minister issued a plan for implementing the Civil Servants Law on 13/2. This plan assigns the Ministry of Home Affairs to lead a review, in coordination with other ministries, of the list of civil servant job titles within administrative agencies, organizations, and public service units managed by the government.
Based on this, ministers, heads of ministerial-level agencies, provincial chairpersons, and leaders of public service units are responsible for completing the assignment of civil servants under their management to appropriate job positions and corresponding salaries. This task must be completed by 1/7, coinciding with the effective date of the amended Civil Servants Law.
Annually, the Ministry of Home Affairs will develop the national database for cadres, civil servants, and public employees, and will regularly update, provide, and utilize this data.

Civil servant salaries are calculated by multiplying the base salary by a coefficient. From 1/7/2024, the base salary is 2,34 million dong. Correspondingly, the highest civil servant salary is 18,7 million dong per month, applied to type A3, grade 6 civil servants such as: architects, engineers, doctors, senior reporters, and editors. The lowest is 3,5 million dong per month, applicable to public health workers. This salary does not include allowances.
During a National Assembly discussion in late October 2025, delegate Tran Quoc Tuan, director of the Vinh Long Department of Industry and Trade, stated that the base salary of 2,34 million dong per month is no longer appropriate. Average minimum living costs in urban areas, including food, transportation, utilities, and tuition fees, already exceed 4,5-5 million dong per person per month. Therefore, he recommended that the National Assembly and the government increase the base salary starting 1/1/2026.
Prime Minister Pham Minh Chinh later announced that the government would present a plan for an earlier salary increase, ahead of the 1/7/2026 deadline, based on delegate feedback, proposing implementation from 1/1/2026.
The resolution from the 10th session of the 15th National Assembly in December 2025 tasked the government with adjusting several types of allowances, the base salary, pensions, social insurance benefits, monthly benefits, preferential benefits for meritorious individuals, social benefits, and retirement benefits during 2026.
According to the core state administrative reform plan for the 2026-2030 period, the Prime Minister has called for reforming the salary and bonus system and diversifying welfare policies for cadres, civil servants, and public employees. Concurrently, agencies will develop special mechanisms for the recruitment, deployment, utilization, and treatment of cadres, civil servants, and public employees. A national talent database, along with a system for regular, public, and transparent monitoring, evaluation, and screening, will also be established.
