Government to research new university exam and admission methods

The government has tasked the Ministry of Education and Training with developing new approaches for university examinations and admissions, with a report due to the Prime Minister by Quarter III/2026.

The government has directed the Ministry of Education and Training (MOET) to research and develop new university examination and admission methods, with a report scheduled for submission to the Prime Minister by Quarter III/2026. This mandate, outlined in a resolution from the government's regular July session issued on 6/8, also requires MOET to closely monitor this year's university and college admissions, promptly address any issues, and ensure fairness, openness, and transparency.

Beyond admissions, the government has instructed MOET to accelerate human resource training projects for strategic technology sectors, aiming to meet double-digit growth targets. MOET is also responsible for developing a comprehensive human resource development program for key sectors, supporting the country's updated development model. The ministry must finalize a high-quality human resource training project to address new and future professions and skills, contributing to the development of the knowledge economy, digital economy, green economy, and circular economy.

The directive concerning exam methods comes as authorities address significant irregularities at the 2026 high school graduation exam center in Tuyen Quang High School for the Gifted. At this center, 328 candidates took the exam, with 146 achieving a perfect 10 in mathematics and 299 scoring 9 or higher. Initial verification results revealed widespread irregularities across the entire exam center, compromising the integrity, objectivity, and fairness of the results.

In response, the government has instructed MOET to coordinate with the Ministry of Public Security, the Ministry of Justice, and Tuyen Quang province to finalize a plan for handling the affected 2026 high school graduation exam results. MOET has already decided that all 328 candidates must retake all subjects on 14-15/8. These retakes will be conducted under the supervision of new proctors and ministry oversight. Results are expected on 19/8, with graduation considerations completed before 20/8. Authorities will also propose severe penalties for any organizations or individuals found to be in violation.

The investigation into the Tuyen Quang incident has led to the prosecution of 29 defendants to date, with 7 currently in temporary detention. All face charges of "abusing positions and powers while performing official duties." MOET stated that investigations are ongoing, and any candidates later found to have violated regulations will face consequences, including potential university expulsion. This incident has prompted some National Assembly deputies to suggest separating the high school graduation exam from university admissions. While MOET intends to maintain the stability of the graduation exam, it plans to increase supervision to prevent fraud and is carefully preparing for computer-based examination methods.
