The To Huu extended road, designed to connect Hue city center to Phu Bai Airport, begins at National Route 49, traverses the An Van Duong new urban area in Thanh Thuy ward, and concludes at the intersection of Thuan Hoa road and National Route 1 in Phu Bai ward. This crucial infrastructure project aims to ease traffic congestion on National Route 1.
As of now, the roadbed in Thanh Thuy ward remains partially constructed. Water covers both sides of the unfinished road, sometimes overflowing onto the surface, giving the site the appearance of land strips amidst fields. Heavy rains turn the project area into a muddy expanse.
While some sections have their foundations laid, subsequent structural layers cannot be installed. Construction machinery is scattered along the route, and the site appears largely deserted, with few workers present.

Due to significant delays across various construction packages, the Hue City Urban Development and Construction Investment Project Management Board terminated its contract with Dong Tam Group Joint Stock Company. The termination was attributed to the contractor's failure to adhere to contractual deadlines and commitments.
Subsequently, the Hue City People's Committee appointed Project Management Board No. 3 to replace the previous board, designating it as the new investor for the project.
Following the takeover, Project Management Board No. 3 directed contractors to restart operations. Nevertheless, as of mid-september, significant portions of the To Huu extended road to Phu Bai Airport remained partially constructed.

Hoang Tien Minh, Director of Project Management Board No. 3, attributed recent delays to heavy rains, which caused widespread flooding in surrounding rice fields and disrupted construction. Teams had to temporarily suspend certain tasks, awaiting dry ground conditions before resuming work.
Minh explained that the project is currently prioritizing construction in the Phu Bai ward section. The board is also collaborating with local authorities on land clearance efforts. "We are committed to completing the project by the end of 2027", Minh affirmed.
