National Assembly Chairman Tran Thanh Man, who is also the Chairman of the National Election Council, recently signed a resolution concerning the number of electoral units, the list of electoral units, and the number of National Assembly delegates for provinces and cities.
The resolution states that the country will have 182 electoral units for the 16th National Assembly. Ha Noi will have 11 electoral units with 32 elected delegates, while TP HCM will have 13 electoral units with 38 delegates. Compared to the 15th term, Ha Noi's delegate count increased from 29 to 32, and TP HCM's from 30 to 38.

Other centrally-governed cities will elect delegates as follows: Hai Phong with 19, Da Nang with 14, Can Tho with 18, and Hue with 9. An Giang, following its merger with Kien Giang, will have the highest number of provincial delegates at 21, followed by Ninh Binh with 19. Dong Nai, Dong Thap, and Vinh Long will each have 18 delegates. Provinces with the fewest delegates, seven each, include Cao Bang, Lai Chau, Lang Son, and Dien Bien.
The 16th National Assembly is projected to have a total of 500 delegates: 217 from central agencies and 283 from local areas. Central agency delegates are allocated to the Party, the State President's Office, National Assembly bodies, the Government and its affiliated agencies, the Ministry of National Defense, and the Ministry of Public Security. Local delegates include key provincial and city leaders, full-time National Assembly delegates within National Assembly delegations, representatives of the Vietnam Fatherland Front, religious delegates, military personnel, public security officers, People's Courts, and People's Procuracies.
Among the 500 delegates, approximately 80 to 90 are expected to be members of the Party Central Committee, and 12 to 14 will be members of the Politburo and Secretariat. The National Assembly also reserves positions for non-Party members, youth delegates, re-elected delegates, and ethnic minorities; at least 35% of the total candidates must be women.
According to the Law on Organization of the National Assembly, elected delegates must hold Vietnamese nationality; be loyal to the Fatherland, the People, and the Constitution; possess good moral character and exemplary adherence to the law; and resolutely combat corruption, wastefulness, and other legal violations. Delegates must also have the necessary education, professional qualifications, capacity, health, work experience, and prestige to fulfill their duties, maintain close ties with the People, and earn their trust.
Even before the administrative boundary adjustments, Ha Noi and TP HCM consistently had the highest number of National Assembly delegates nationwide over many terms, reflecting their population size and their roles as political and economic centers for these two special urban areas.
