On 10/1, Hai Phong Police arrested Truong Sy Toan, General Director of Halong Canned Food Joint Stock Company (Halong Canfoco), as part of an investigation into the collection and storage of 130 tons of infected pork in cold storage facilities. Three other company officials were also arrested for their involvement in inspecting and evaluating pork quality before it was stored and entered the production process.
Following these arrests, Halong Canfoco announced a 14-day suspension of operations at its Hai Phong factory, effective 2/1. The company stated it would report to its Board of Directors to consider and decide on extending or adjusting the shutdown period based on actual developments. Cao Nhat Huy, Deputy Production Director, has been assigned to temporarily manage the Halong Canned Food factory in Hai Phong.
During this temporary halt, Halong Canfoco reported to the Hai Phong Confederation of Labor its plan to ensure worker benefits. Employees at the Dong Thap lotus seed purchasing station will receive 3,7 million VND per month, while those in other areas will receive 5,31 million VND per month.
Beyond salaries, the company will continue to provide social insurance, unemployment insurance, health insurance, and other welfare benefits in accordance with legal requirements and internal policies.
The production division's workforce will be fully furloughed. For the support and business divisions, department heads will arrange for employees to take leave or work rotating shifts, depending on the actual workload.
The company has asked employees to stay in contact with their direct managers, ensuring readiness to return to work upon the leadership's request.

On 12/1, the Hai Phong Confederation of Labor dispatched a delegation to Halong Canfoco. The delegation's purpose was to review production plans and welfare policies, safeguarding worker rights, particularly ahead of the Binh Ngo Lunar New Year 2026. The delegation also urged factory workers and officials to uphold community responsibility and not condone or conceal any violations.
Established in 1957 in Hai Phong, Halong Canfoco's predecessor was the Halong Canned Fish Factory. In 2021, the company was listed on the stock exchange under the ticker CAN. Its primary facility, the Halong Canned Food Factory, is located at 71 Le Lai Street, Ngo Quyen Ward, Hai Phong City, covering over 57.100 m2 and employing 650 workers. The company also operates two additional production facilities in Da Nang and Dong Thap.
Halong Canfoco's annual food and seafood production capacity is approximately 4.440 tons. This includes: 1.179 tons of canned meat, 71 tons of canned fish, 109 tons of spring rolls, 2.202 tons of sausages, 495 tons of canned lotus seeds, and 384 tons of canned fruits and vegetables. In 2024, the company reported a revenue of 682 billion VND and a profit of 3 billion VND.
