The Department of Construction recently reported to the Hanoi People's Committee on its progress in transitioning to green transportation, including tourist cyclos.
Initially, the department worked with relevant agencies, departments, and cyclo service businesses to research and design suitable vehicles. However, due to the small number required (approximately 80 units) and the stipulation that the design must retain the current cyclo appearance, suppliers declined to cooperate.

Consequently, the Department of Construction partnered with Hanoi Tourism Corporation to explore developing electric cyclos for tourism. This corporation is currently surveying and developing implementation plans, as well as assessing feasibility.
To ensure competitiveness and develop the tourist cyclo service, the Department of Construction proposed that the city allow Hanoi Tourism Corporation to pilot electric cyclos for 12 months.
According to Department of Construction statistics, the city has 260 licensed cyclos, primarily serving domestic and international visitors touring the capital.
Also related to green transportation, the Hanoi Department of Construction has worked with the Huong Son Commune People's Committee, Huong Pagoda Tourism Service Cooperative, and TMT Automobile Joint Stock Company on using electric boats at the Huong Pagoda Festival.
The entities agreed to research and produce around 20 electric vehicles with design load capacities and operating speeds equivalent to traditional boats (a pilot with higher operating speeds could be explored, provided it does not affect other vehicles or the environment). They also plan to research and install suitable charging stations and methods.
Six electric boats are expected to be delivered by 24/3. The department recommends that the Hanoi People's Committee permit these fully registered and certified electric boats, operated by certified personnel, to be piloted for tourists during the 2026 Huong Pagoda Festival.
